School Funding Systems/School-Level
Resource Use
In the first phase of our partnership, ERS is assisting the
new St. Paul superintendent's transition team in understanding
current school system spending and the allocation of time, people, and
dollars. ERS’s
work includes:
- A detailed analysis quantifying and comparing to
the system average the current allocation of resources by student and
program type
- A comparison of spending at the system level by
function to understand the direct and indirect (eg: transportation,
under-utilized facilities/classroom space) costs resulting from the
St. Paul Public School choice system and to identify
opportunities to redirect resources for effective school improvement
- A high level analysis of how schools use their
existing time, people and dollars in comparison to research-based ways
of improving student performance
- Participation in cabinet meetings as outside
counsel, facilitating the prioritization of the school system’s
strategic imperatives
